Another explanation could be, ballads simply perform better in the long term.

A digital remix EP to coincide with the LP release would be a good finishing touch

Literally same. I feel like it really has a shot if radio remains steady (or hopefully increases a bit), in combination with the shipping of the vinyl.

Those views and streams would’ve counted, yup. It would’ve most likely debuted in December despite the Christmas freeze and in its fourth month of charting

But those views were counted since almost the beginning. Most of those YT remixes are licensed by Interscope. It was already counted towards the YT Weekly Charts back in december as you can see here:

It debuted at #11 with over 3M streams in the US and by looking at BM official audio numbers, it's impossible that those numbers came from just the original track vid. Also by the thumbnail they chose there you can see a remix or fanmade vid was counted. 
It didn't chart then not only because of the Xmas freeze, but also by the fact that US Spotify/AM streams were low, the song was struggling to reach the top 100, while in other places it was safe in the top 50. 

No need of having remixes released as "official" ones to have them counted on charts, it's enough with just "claiming" them as part of the original song, that's why also you don't see more than one version of a song charting on the Hot 100, they always count together. I'm pretty sure her label wants this song to chart as high as possible so they know what they are doing and if there are no remixes released on Spotify or other platforms there must be another reason behind it :ohwell:
