I may be dumb but... what does this mean? I thought radio airplay was already counted in the charts? Is radio airplay just going to make a bigger impact now?

Billboard charts falling deeper and deeper into insignificance, it's been years those charts don't mean sh*t, not even commercial success with sales tumbling down.
