U.S Secretary of Defense firmly rejected such allegation and so did Ben Wallace (the british secretary). Most observers warn that this might signal that Russia could stage some sort of a false flag attack to cover their retreat from Kherson. They need a way to justify such retreat for their war hawks in Russia. And flooding Kherson or detonating a dirty bomb and blame it on Ukraine could provide that justification.
