Rates passed on to consumers rise because the rates banks and other institutions borrow on to lend in the first place also rises. When rates were at 0% from the Fed mortgages were like 3%. Now that it's 3% mortgages are like 6% to 7% so the spread ain't that hugely different Also this does benefit pension funds and savers who wanna save on GICs and long term it also helps bring down house prices so down payments can make a bigger difference and it discourages investors from being as active in scooping up real estate So I'd argue it's low rates that are worse for middle class and better for rich.
