probably because LA is home to hollywood so filming equipment/professionals are cheaper. I mean she filmed monster ball in NY which has NYFA

another factor is potentially that the Japanese aren't very proficient with english, and, well, parisians don't want to speak english

While I COMPLETELY agree with u but I think they can edit it in a way where that area isn't being seen. She had so many better options. Paris and NJ like u mentioned, London or even Japan.

They did the same thing for the DC show, as it was also a baseball stadium. They have plenty of ways to edit it to make sure it looks like there was no free space at all.
