The main reason none of us are hearing ARTPOP Act 2 is because there was a giant split between previous management and Gaga going out on her own, legally tying up all the things she was working on before the split (troy carter split). The only other songs from ARTPOP that were close to being finished was Brooklyn Nights as it was close to being on the track list and IWBWY was halfway there. Pretty much all of the other tracks are just concept demos like Red Flame, Hallelujah… They took Gaga saying “I recorded 100 songs for ARTPOP” as literal. To be fair, Gaga did say during the SXSW interview that she has a fully finished “act 2” that is meant just for her and her friends to listen to… But knowing her she was just exaggerating.
