I fully agree that it's anticlimactic but on the other hand it does seem like strategically she's been recently choosing ballads/piano songs as the encore as she might be too exhausted for an uptempo number. I imagine some interludes would have elements of other songs, like Dance In The Dark. The storyline would be her falling to Chromatica, finding "freedom" (Alice to Just Dance / Poker Face / Applause medley), realizes she isn't free yet (Fun Tonight). as she finds the hidden dark meanings of fame and public image (Paparazzi to Replay). By the piano act, it would be her seeing the only way to heal herself is through music (The whole ACT III). She celebrates her heartbreak and failures by finding freedom within herself (The whole ACT IV).
