I'd say 50/50. Past is prologue. The Academy is becoming younger and more diverse. Good for them! There are 5 nominees. Let's say one or two MINORITY actresses. One or two NEWBIES. So... multiple white, non-newbie actresses, including Gaga, vying for the 3 remaining spots. 🙂 Actors vote for actors. Let's say I'm a voter and I'm supposed to pick (up to) 5 of the best performances... but acting is subjective. I'm a minority so I may vote for someone who's deserving AND looks like me. I may vote for an exciting new talent, or a veteran who's paid her dues. I may vote for an actress because I really like her, or her character, or her movie.
