David Chipman, a gun control activist with Giffords, previously spent two decades as an ATF agent and was nominated by Biden to head the agency earlier this year. Noting the slot "is a highly controversial position," Durbin conceded that leadership has been "having some difficulty [with the nomination]." If the nomination is pulled or fails on the floor, it would mark the second such failure, after Tanden, of the administration.
