He's probably permanently appointed (government positions such as teachers, police officers, military officers, ... are often permanently appointed). In fact, I am myself permanently appointed and this is NOT a reason to get fired. Permanently appointed workers aren't easy to lay off/fire and they need a specific reason to get fired such as a negative evaluation (twice) or caught stealing/drunk or high at work/... Being a fan of anti vaxers or extreme right politic parties aren't reasons to get fired and that's most likely why he still could do his job but was on an intern watch list. That's just the system. From what I've heard he only said that short before he went missing. I don't know what happened here but you can 100% sure they wouldve fired him if they could.
