If even ONE of those shows is pending confirmation from Live Nation, they will not announce anything. I know it's frustrating, but there's a lot of pieces at play to try to make tours in general work. It's not as easy as a "we're working on it!" tweet. Since the first show isn't until July, I'm not surprised they haven't said anything yet. 

While I could see her doing all of the US shows as planned, it seems a bit counterproductive to do a few shows here then throw everything in storage until international locations are fully vaccinated.

The outfits are elements throughout the entire show. She’s wearing them the entire time

Untrue. Gaga has PR, a label, promoters, and management to go through before she can say anything. 

Tours aren't even arranged by the artist anyway. The promoter arranges the tour and books the artist, so the decision about whether or not it's going ahead is out of Gaga's hands and the decision to confirm or deny that is up to the promoter. 

This is 100% on Live Nation.

I think it’s more like she can’t say anything until a decision has been made. They may not know if it’s going to be canceled or rescheduled yet.

I think her team has some fault in all this. The Weeknd who shows are produced by live nation postponed already, Bieber already announced a postponement. Like we need to hear something from her people. I have tickets for all shows, I should I be booking flights already but  I waiting for her people to make an announcement.
