That's the point, unfortunately. One of the main reasons the GOP want to institute such laws here in the US. It's expensive, unnecessarily time-consuming, AND in most areas of the U.S., DMVs are so far away for a lot of people (add in terrible public transportation, and you've got another form of subtle voter suppression).
