I just created the perfect IV's, EV trained HA Raichu, and it can be used in online battles! Keep in mind, if you create something that is impossible to have, like an Alakazam with faint attack, or an ability it couldn't normally have, you will not be able to use it online. You only need an SD card to be able to do this, but every DS has one in it so that's a given.  Before you do it, you should get a good understanding of the whole process so that you won't ruin your game.
