We have confirmation that Temple, Nothing On (But The Radio), Brooklyn Nights, and likely TEA are all completed or were near completion

Act 2 is basically all of the unreleased stuff from ARTPOP. She said during interviews (like SXSW) that she had listened to it before.

I believe the rumored issue was that Troy can claim a cut of anything from when he was Gaga's manager, which is why the app never went forward and everything ARTPOP was dropped outside of the tour. He doesn't need to give permission, but I don't think Gaga wants to give him any money.
