Obviously they would be arrested if they come forward. From what I understand, cops really dislike it when people offer cash rewards unless they are desperate for leads. However, even if someone claims "no questions asked" the cops will still investigate/ask questions in relation to the reward if it is a serious crime and not like...a bike getting stolen.
