As long as it passes with simple majority, Biden will sign it. He doesn't think that the full $15/hr will pass, but that doesn't mean he's holding it back, just observing what he's seeing from the inside. It could be that Republicans sign on to the bill last minute, like Romney, so it's not over til it's over. Call your senators! Demand they vote yes! I think Manchin knows that his constituents would benefit from $15/hr more than any other state, and he's just putting on a similar "guise" to how people like Susan Collins on the Republican side pretend to be "bipartisan" until the vote, when they fall into party line. Sinema, but considering Kelly will vote for it (the other Arizona Senator) it's unlikely they'd vote so differently.
