Since both songs were released after months of silence and they weren't promoted at all. (Well 911 got some remixes, 3 months later) Also there were like 5 months in between the release of DWUW and G.U.Y. And people were kinda over her at that time. Not only that, but the music video was way too long and that damaged it's replay value (she uploaded the shorter version afterwards) Had Gaga released G.U.Y. standalone first and then the Film, hype would've been bigger.
