I think because Harry has been more vocal about being opened to experimetn new things, and to regender certain aspect of our society, so its more "dangerous" to the one that are more conservative about the topic. Brad isn't also LGBTQ+, unlike Harry. So when Harry wears a dress, it's not only about self-expression, but it's also a statement. And unfortunately, people are uncomfortable with that. Also though, I've noticed a trend recently...Whenever something's brought up that's pro-LGBTQ, pro-BLM, pro-feminism, pro-pro choice on social media, I see a lot of the comments play "devil's advocate" that vehemently oppose those stances. It's like, people are choosing to be homophobic, racist, sexist, etc. just for the sake of looking intellectually superior on social media. It's ****ing annoying.
