Due to the complexities of international laws regarding giveaways, only U.S. residents who are 18 years of age or older are eligible to enter when something is held in USA soil.

If the giveaway allows international participants, things get really crazy. Giveaway laws abroad are often contradictory to laws in the United States. Sweepstakes as defined above are illegal in Canada, for example, since giving away prizes without a skill requirement is considered a lottery. Delivering a prize internationally can get you in trouble in countries with restrictions on U.S. exports.

Not to mention the taxes issues. It's just too much headache and not worth it for whoever wanted to do quizzes and/or sweeptakes.

Likewise, US reaidents cannot participate in any giveaways that are held outside US.

so i signed up with two email addresses to try to get two free boxes (i only got a confirmation from one email, not from the second one) then i read through the rules and it says if you attempt to get more than one box of oreos with multiple emails that youll get disqualified. hope thats not true! id be happy with one box of oreos now!

They have international branches of the company and could launch the cookies and a similar contest in other countries if they wanted to, but in this case they didn't. I've won a Gaga contest with Virgin 10 yrs ago where there was 1 international winner and about 10 US winners.

It's not a big deal in this case, but I feel since around 2015 Gaga's team is focused mainly on the US. She barely did promo anywhere else not to mention things like dive bar shows and stuff like that. Thank goodness Shallow and ASIB were such a big hit, otherwise Europe for example had basically completely forgotten about her.
