I think it's just a phrase fans throw around because it's such a subjective option. The DWYW 2000's r'n'b sound surely wasn't ahead if it's time, if anything it was ten years late... the Aura production that was already out as an instrumental? The Venus sample from 1966? C'mon, let's be objective and realistic. It's a great album and a fan favorite, but nothing about it is ahead of its time. But if it came out after Joanne, I think most people would have welcomed it. No shade to Joanne. Get the pinot ready, because it's turtle time.
