Trump won Florida's popular vote which gives him 29 electoral votes. A faithless elector from here would defect to Biden (or a write in Republican) which means Trump only gets 28 of those votes. If Biden just hits 270 then he has no room for a faithless elector in any state. That's why I'm still PRAYING for Georgia and Pennsylvania to turn around with these absentee and urban ballots. So states are choosing electors(actual people who are members of electoral college) to vote for the president. Overwhelming majority of electors vote what people choose but there are usually 3-5 electors out of 538 - this has never been the issue because margins were never so tight but if election ends as-is Biden will have 270, Trump will have 268 electoral votes (270 needed to win), hence Biden cannot afford to have any of his electors vote otherwise - if elector votes differently than what they state voted for, they are called a “faithless elector”. System was established so that common people wouldn’t be allowed to elect a tyrant with popular support - ie. So that electoral college could vote otherwise and overrule... States can pass a law that would elect their electoral votes to the winner of the popular vote no matter how their state votes. It doesn't go into effect until more than 270 electoral votes worth of states enact it, but once it's crossed that thresh-hold it will kick in and votes will end up being 1 to 1.
