there is list of countries : gov.uk from where people can travel to England and may not have to self-isolate.
United States are not on this list so she should self-isolate for 14 days. 
She was last seen in New York City on 9th October: photos so she broke quarantine rules.
 

There are workarounds when you are traveling purely for work purposes. You'd be shocked at how many people in the entertainment industry are popping around and how often.

(for the record, I don't condone this; I think production companies should be smarter and plan early so that risks can be mitigated.)

I mean even if there are workarounds, I’d still keep my mouth shut. The fact is she should be in isolation right now; I understand she might have taken the necessary precautions etc etc but don’t play the “im brave so I will take a stand against the media” card when you are clearly not following the law.

I know the press can be cruel, but girl, you know you aint making it easier for yourself.

What if she got tested after coming from the US and it turned out negative?

She might not HAVE to go through all 14 days of isolation. In fact, some countries now allow you to isolate, if necessary, for 7 days and if you don't develop symptoms you're good to go.

I don't know how it is in the UK bu in the Netherlands you are advised by the Government to self-isolate even if you have a negative test upon arrival. It's an advice because here they can't legally make you stay at home.
