It's always a hard one, because most of her biggest hits are on TF(M), but as an album as its whole, every song counted and added, I'd have to say that BTW is her best album up to date.

Thus far; Born This Way but we’ll never determine correctly till either she retires or passes away.

Then we can gauge culturally, commercially and financially what were her biggest albums

The Fame Monster is her most beloved album by fans, critics and the general public. Even if you’re a fan and have a different favorite, The Fame Monster has less flaws and criticism than all of her work. It’s objectionally her most important album.

Best? Maybe. Most important? No.

I am always surprised some fans say Chromatica is her best album... I think they are just under the impresseion of having a new album... I mean, it's definitely not as innovative and sonically diverse as her other albums, I have no idea how it can be the best

- its her most cohesive album

- its structure is her best yet, splitting it in sections rather than one whole entity

- its her most authentic and honest album

- its vocally her best album

- sonically, all the songs make sense and you can hear how innovative it is. There isn't one way of doing dance, or even a house influenced album... and Gaga (and the producers) prove this. Just because you hear a dance track doesn't mean it's not innovative. Take Rain On Me as an example :vegas:

- there are hardly any skips on the album

- all the visuals have been exceptionally good, and arguably her best. And, they all make sense

3) A Star Is Born

4) Chromatica

5) Joanne

6) Cheek to Cheek

7) The Fame

8) ARTPOP

9) Red and Blue

Chromatica and it's not because it's new. It's because I understand the depth and how it's about her state of mind.

The Fame Monster is her most important. As stated before it’s the album that brought her to super stardom. It has less flaws than her other albums being an album of all killer hits. It’s her most acclaimed by fans and critics. It’s an album that made most of her fan base become fans. It has Bad Romance on it! She fought for this album more for creative freedom than all her other albums. This is an album she had to fight for to release. To have that dark gothic imagery and avant garde art. The Fame Monster is why Gaga is who she is today. Born This Way as beloved as it is on this site would have never happened without it. Its the album that was the height of her imperial phase. The one that looked like she had the most creative control over and she was at her most creative. Little Monsters comes from this album.
