Truth be told, changing people's jobs in the middle of a crisis (war, pandemic), especially those DOING the crisis handling is a bad idea. There's a reason a historical exception was made for FDR to continue serving as President for more than 2 terms. You don't just walk into a new job and know how to run everything.

The election should be delayed, but the power of many parts of the government should be frozen until it can be held that way those in office can't have extra time to change things they normally wouldn't be able to.

There wasn’t a historical exception made for FDR. There was no 22nd Amendment to stop him from running for his 3rd and 4th terms. The American people probably thought he would be the best to continue to lead in the turmoil of the 1930s, but nothing made an exception for him. Other presidents had unsuccessfully ran for 3rd terms before him

We are not at World War nor Great Depression. It's pandemic that happened to be global. It's just a blip to the matrix which the severity is not parallel as World War, because the virus is not an ideology, it's not a war against the state. The 2nd World War was infinitely more destructive. 

Total war maximized mobilization; now we minimize mobilization. We also know that this shutdown is temporary, indeed we are already emerging from it in several countries. It does not damage equipment, infrastructure, or human capital. Therefore, governments aim to keep businesses afloat so that they can restart when the crisis is over.

Pandemic is a public health emergency, not war, no matter what some world leaders tell you.
