In the context of this interview, Ek is not talking about major artists releasing music to stay relevant. He's talking about the hoops smaller artists will have to jump through if they want to make a living in the streaming era. It's like your boss saying, "we cut your wage in half, but you can work 80 hrs a week if you want your full salary!"

"In the entire existence [of Spotify] I don’t think I’ve ever seen a single artist [publicly say] 'I’m happy with all the money I’m getting from streaming' ... In private, they have done that many times, but in public they have no incentive to do it. But unequivocally, from the data, there are more and more artists that are able to live off streaming income in itself."

A statement like this is very insidious. Artists/labels are not telling Spotify they're fine with their rate in private, he's just looking at the data and pretending artists inking out a living from streaming = approval/consent/happiness.
