I’m a hetero asexual. I would never do anything with anyone but I am occasionally attracted to men. If she said she's bi, then she's bi. If she never says the word again, it's not my business to question that either I personally don't care for the rigidity of labels, or the false definitiveness of these type of lists, and I really don't think she does either. But here's a thought: maybe the list is superstar/high-wattage-phobic. There is no one on this list that is as well-known as Gaga. You can debate the name recognition of Lambert and Halsey but this list can just as easily be titled 10 Queer Artists You Should Know or 10 Queer Albums You Should Hear in 2020. It does mean that your not hetreosexual and you're not gay, but somewhere in between. I can understand Gaga not wanting to label herself all the time, I feel the same way. Also dating or flirting can be complex, because there's just not that many spaces for queer women. I mean, I performed at LGBTQ+ parties and festivals, but women or female identifying people are always the minority or sometimes completely left out when it comes to performers or promo for these events. People often assume I'm a drag hag before they consider I might be gay or bisexual. Also Gaga seems to be attracted to, or at least flirts openly with straight girls. I can imagine being as famous as she is, it's extra hard to have casual sex for example, especially if you're a romantic person like her. She needs to feel safe.
