My main concern is that if the funding helps at all with the military or defense in that area of Poland, then Russia was just handed a gift. As far as I know it's only the funding for informing people about EU activities and such. "The cities and municipalities had applied for a grant between €5,000 and €25,000 under the twinning programme of the Europe for Citizens project, which aims to stimulate debate and civic participation on EU policies." It's mostly symbolic. Poland gets nearly 20 billion euros in EU subsidies every year despite only contributing 2 billion to the EU budget. Most money goes to farmers and infrastructure projects in underdeveloped regions (like Eastern Poland). Those subsidies are not in question at the moment, sadly. But changing those subsidies requires unanimous approval from all member states, while these small subsidies for EU civic participation can be withheld unilaterally by the Commission.
