Every season got different flus, maybe most doctors thought they could handle the new virus without marking it as pandemic, since it's their first interaction with it

I don't think they knew it was something new before December. I remember a hospital in Australia having an epidemic of a flu-like virus but nothing from before made the news as far as I know.

I am fully counting out this theory though.
