I think if we don’t have a clear answer in the next week if this is an official single or not then it’s probably just album promo. 

I feel like the label wanted John Wayne to be the third single but it literally saw no sales or streaming boost after the music video drop. This means that it would 100% flop as a single, so no push. I could be wrong, but that's what I feel happened then.

I agree with you about the next week. It could totally just be album promo. I have a hunch though, Gaga's team and label are hoping it does well on streaming so they can push it further.

They'll probably test the waters and see how it's received on streaming before sending anything to radio. I agree that they'll probably focus on promoting the album as a whole instead of releasing individual singles from now on. They have to keep the momentum going at least until the tour begins, and the best bet I imagine is to redirect the budget towards making videos for as many songs as possible instead of trying to make anything happen on radio.

To be honest even if 911 ends up doing decent numbers It'll literally be just a bonus for this era. We already got a top 5 hit and a #1 smash hit, some "main" pop stars can't even reach the top 10 with their leads (even for a week) with all the promotion. I'm just VERY glad that we got another masterpiece of a music video from Gaga, this single or whatever it is was worth it for this alone and It's going to help the album aswell. We'll see in the following days what's going to happen, we literally have nothing to lose now, we are in fact winning because the era is still going on and everything is exciting again.

This is completely speculation on my part but I think 911 MV is evidence of a new (and genius) strategy by Interscope/Gaga. 

Obviously there is a lot of turmoil in the world right now, and Gaga has always used her music and visuals to speak on important issues. I think 911 is representative of a new kind of promotional single - a "message single". We saw it with Billie Eillish's "all the good girls go to hell" MV/single rollout - it was not heavily promoted to radio but instead used a platform for Billie to speak on climate change. I believe 911 getting a MV/light promotion is Gaga's version of this with mental health messaging. 

I honestly think this is a genius idea - it is the "purposeful pop" that Katy Perry tried to do with the Witness era with more emphasis on the art behind it. It's not meant to be played on radio - it's meant to start meaningful discussions and in turn promote the artist's image/album catalog. I think it's a really smart move - especially in 2020. I wouldn't be surprised if the other rumored MV's from Chromatica were more fun/dance oriented and are being saved for a time when that kind of MV/single isn't off-putting to the US's GP, who are focusing a LOT more on activism than any time in recent history. 

Gaga said she felt more alive making this than any time in the past few years. I think her passion for activism/making a positive difference in the world has truly been reignited and 911 was the perfect combination of a fan-favorite promotional single and a vessel to create a highly celebrated and different piece of art. 

Like I said, this is all speculation, but I don't believe 911 is a single in the traditional sense - at least not unless it catches on with radio/Tik Tok/streaming. I think the fans calling for Sour Candy/Enigma/Babylon will have some nice surprises after the election is over and a COVID vaccine becomes readily available.
