Lol this is out of Scooter's hands, the RIAA is notoriously lazy. The problem is really that the RIAA is extremely slow at processing certifcation requests as of lately (see Perfect Illusion's Gold certification saying it was issued in 2017, but it only got finalized and actually released in 2020)

I hate that RIAA and Billboard are two different entities that seem to work against each other. They even have different methods of collecting and counting sales.
