I totally get the double-entendre. To me Babylon is a tribute to the gay scene. And how before BC, in ancient Greece for example, it wasn't unusual for people of the same sex to hook up or have pleasurable group activities. 

I feel that Babylon also deals with the toxicity of the gay scene and how mean people within the LGBT+ community can talk about one another, dismiss them, even in a safe space and try to put people in boxes or test their worthiness. But also how powerful speech is to make all those different sexualities unite in the queer scene and form one loving community.

i also think the obvious references to vogue might have to do with her and madonna, and that might tie into the theme about gossip, ripping songs, money don't talk, etc.

but the first "you" could be about humans in general
