It might only be pre production, so I highly doubt this picture is real (tho I'd love to be proven wrong). Also the rights are still fox's right now. Which is now a Disney property. And Disney and Netflix are not working together anymore. And Murphy is now working for Netflix with the exception of his other current contracts with FX. 

There's the possibility that Fox brought it back. We don't know what their contract looks like and it's possible that they opted to renew it. The show always had a younger viewing and was good when it came to delayed viewing, so it's possible that under Disney they're bringing the show back possibly even as a Hulu exclusive.

Netflix still puts a lot of his shows on Netflix though
