Because sketching is a form of art on itself, and every designer sketches in a different way (usually quirky) to also give the sketches a touch of their personal style/vision. Ive seen sketches with dog heads, sketches without eyes, eithout ears, with 3 eyes,.... The form and basic shapes of the outfits carried over into the real world application. Most artists as far as I know aren't going to spend too much time conveying texture. And small details and accessories were added after the sketches were complete, and they aren't going to add those back into the concept art just for fun.
