But I think I figured out the gist of it: The president of Tanzania was suspicious that their test kits weren't any good. So his men sent goat and papaya samples in to be tested on purpose, not telling the labs that they were nonhuman samples. Then the labs got a positive result for Coronavirus. So this tell the president that the tests aren't very good and there are probably plenty of false positives amongst human test results too.
