Taylor owns the publishing, which is the content and lyrics (I think) a big source of income for the music industry is licensing music for trailers, TV shows etc. so in order to do that, you need the permission of both the master owner and the publisher, meaning that Taylor needs to approve whenever Scooter wants to license her music. Scooter obviously wanted to find a way through an agreement to license her songs, which she will never agree to, which is why she will re-record her catalogue.
