Gaga needs a Ray of Light/ Music era in her mid/late 30s just to come close. Britney was well on her way but she stalled. She is more of a late 90s/early 00s icon that people associate with that time. Gaga has surpassed Britney but due to the 2013-2017 prime years being wasted, she likely won't reach Madonna level. And that's not a bad thing as Madonna is literally the biggest female pop star ever. How were all those years wasted? Sure ARTPOP may have not had the success it could have had, but the tour was practically sold out at the time. Also she did CTC with a jazz legend that gave her more universal acclaim where she actually showcased her true talent and widened the age demographic of her fans. Older people starting to stan her. And last but not least, Gaga released Joanne which was such a raw side to her that we have never seen. She also gave us the SBHT which made her hits and sales skyrocket real high. During 2014-2017 she really showcased to the GP what she was really capable of and that she had true talent and was here to stay! Get Applause & G.U.Y to 1B views! She can never reach Madonna's cultural significance however. Madonna definitely achieved A LOT considering she has a fifth of the talent that Gaga has. I mean Britney’s first two albums have outsold all of Bey’s albums BY A LOT (someone who is now considered a legend). Britney is also one of the only people to have a #1 hit as a lead artist in three decades and she managed to have a solo #1 hit 13 years into her career something that no one from generation has managed to achieve. I’m saying all this just to point out that sales aren’t what you should point out when discrediting Britney’s “legend status”. What she lacks is an all around respected image by the masses and that’s because in her entire career she’s barely ever had a say in which direction her career would go which made her seem like an industry puppet, and that’s why she isn’t considered a legend by most, even though according to me she is. Stop comparing albums from 20 years ago. Sales were different then. Much different. If The Fame was released in 1999, it would have likely outsold any Britney album. Mister Gaga 22,996
It depends on which aspect. Unpopular opinion on a Gaga forum, but...peak wise? Fame wise? Sales? Impact? Legacy? She's up there, but Madonna and Britney are just above. They created pop culture as we know it today. She'd be on a third level, along with Bey. From 2012 to the Super Bowl she was kinda non existent on the public eye, except for some appearances here and there. Talent wise? Above britney, for sure. Her voice destroys them both, her versatility & artistry too.

steven 6,263
I think she's on our way but she needs more hits. Madonna's discography is far more impressive from a cultural impact than Gaga's. Let's wait and see in a decade from now.
