I am talking more about the government than the citizens though. Russia's geography protects Mr.Putin from criticism about the  country's enormous dependency on natural gas. It's a win win situation for everyone there. I find it hilarious that even when it's only benefits for Russia they still signed the Paris agreement and yet US didn't because LaND oF tHe fReE  

In all seriousness I was in St Petersburg in mid February and it was so hot for that region and time of the year and it was disturbing, something is clearly off and locals agreed.

When I mentioned -20/40 I meant 90 percent of Russia which is farther than Moscow and St. Petersburg. Climate there was always soft, they barely have snow in winter. Weather conditions there are similar to Stockholm.
