I really don't know why the government is so reluctant to take any firm step to tackle the whole covid-19 situation. Vaccine availability is low and people are literally finding it difficult to get access to vaccine dosages. Recent article at https://www.seattletimes.com/seattle-news/washingtons-immigrant-and-refugee-elders-face-challenges-covid-19-vaccine-access/ claimed that there are inequities in vaccine accessibility for the immigrants and refugee elders in Washington.
