No he's not. He's a business owner that wants to attract a certain type of clientele. If the train station is a hub for homeless people then it's going to hurt his business. 

Something should be being done to combat homelessness and to get people off the streets. He's not the bad guy here.

This is 100% true but also I don't really think it's a valid reason to be like "I'm not paying my rent" lol

That's quite controversial in terms of Gaga morals.

It's an understandable business choice tho. I hope he only wants out of the deal and not to try to implement strict rules against homeless people living around the area.

The issue here is homelessness. He is trying to run a business, which I’m sure employees a number of people, and instead he is being faced with an issue that isn’t his or the other business owners to fix. The train station and the city need to come together to work on this.

It is if the MTA has breached the rental agreement by allowing the homeless to set up camp in the station.

We don't know what's happened to make him feel like this is the solution. He might have tried many times to be heard and this is his way of going on strike. We don't know the full story.
