It's called frame interpolation done in the editor when it digitally fills in frames when a layer is slowed down. And those filmmakers and editors had months to notice in the edit but didn't, a recent one was pointed out from Avengers Endgame which wasn't noticed by the award winning studio till after the release and they were literally staring at and creating it themselves. No because at a test there will be right and wrong answers. The making of a music video is not about right or wrong, but about having an artistic vision and how to translate that into your art. So the Stupid Love teasers (and their quality) are part of Gaga's vision and not to compare with a test you can simply make correct by giving the right answers. It's an honor. The complaints about Stupid Love aren't about mistakes 'that slip in' tho. When Gaga decided to shot Stupid Love with an Iphone she knew it would be a video with a different vibe by the change in quality and style.
