Because - if I understand correctly - at each caucus, the results were finalized and the people left knowing the results of their race. The campaigns all had people on the ground at each event The part that is taking time is the precincts getting the data to the HQ and proving all the results, etc. I think it's why Pete waited until 12, until his campaign was reasonably certain enough of the results. It makes for a much stronger set of news clips and commercials, so i understand why he didn't wait if they were sure. Either he actually won (which would be shocking) or he came in second and is declaring that he "emerged victorious" after outperforming polls, deliberately taking advantage of the confusion to get some headlines.
