This is to pay for the ageing population and their social care and needs, and also to pay for the education of children who they hope will balance out the age gap. They won't get demoted to a 3rd world country though. Countries in the EU will benefit from freedom of movement, making immigration more likely as people return to or settle in Bulgaria, Lithuania etc. Japan will have a harsher ageing crisis, so expect to see government increasing taxes or borrowing. Nations like Japan have been anti-immigration for centuries, so it will be a major change in the country. Japan will lose its status as a world economic power due not keeping up with GDPs from other growing nations, but it'll remain a stable economic power in Asia.
