This Bulbasaur looks shiny but idk if it’s just my eyes playing tricks on me. Google was no help. Btw I know it’s in a Halloween costume. I’m talking about it’s green color. If anything besides that, it's a regional difference or an event Pokemon. This is a Bulbasaur wearing a Cubones (or Kangaskan) headgear. Pikachu is dressed like mimikyu as well. I know it’s in a Halloween costume but the color looks greener than a regular bulbasaur to me. So I thought maybe they show up as shiny in raids before you catch them.
