A lot of songs become radio-only hits (songs that are carried by radio even though its streams and sales are down) like Delicate and Talk on top of my head. Radio hits also have the added benefit of having longevity because it takes a while for those impressions to go back into the negatives. Kinda happened with Shallow. I think the payola for it was minimal, if any. It was just requested too much and gained steam AFTER it went #1 because radio decided they couldn't ignore it anymore. Last time when Joanne was almost released, radios in Spain started playing Just Dance or Alejandro, songs that they never play, to make the public remember who it is and that she's releasing a new product soon.
