The laws in Italy make it so that you can only be italian if you were born in italy to italian parents. If your parents aren't already italian you legit can't get italian citizenship. Gaga identifies ethnically as Italian (as in her family is from Italy, she shares Italian cultures/heritage), and there’s nothing wrong about that.
