Mostly just the former and probably treated the debate as a last ditch effort to gain traction (hence why he was so hard on Buttigieg; he wanted the ‘im of a different generation’ angle). When that didn’t work, he dropped. This is a money thing at the end of the day and donors aren’t turning up for someone who isn’t ranking. Maybe his goal was to get on Kamala’s good side? Maybe he’s vying for a cabinet position?
