I think cuz she still have a little bit of joanne in her, she still try to look more mature in daily fashion.... (since joanne, tribute era and ASIB)

and she use to be a pop girl who draw heavy eyeliners, lashes ,smokey eyes and sexy outfits.......i don't think that fashion sense would gone, she just dress  toned down in purpose.

I think that, owing to this being for the September issue, it was done as a sort of build up/promotion for The Fame Monster.
