Same thing with the detention centers / concentration camps. He knows that they don't really help the country. But maybe they'll scare people off and less people will come in. It doesn't end up working, because the people crossing the border are often escaping near death and will choose the lesser of two evils. Then he says he wants to negotiate with Democrats first. The negotiations are never actual negotiations but just Trump saying "This is what I'm doing, and it's your fault." Then he goes through with it -- currently this but previously the government shutdown and other events -- and blames Democrats. His blind followers repeat after him and blame Dems.
