It's my fav thing about this site From what I red, some believed citizens were effected and some said they are not even after explained to them and they made good points to why they are still effected. At the end, some people agreed with the conclusion the they are not effected. I personally am not sure because I dont live in America and dont understand what these terms mean so its helpful for me reading people debate.
