It's only fair. Currently, the U.S. has a program for most of the EU countries and some other ones called ESTA. If this new program will be a mirror of that, it shouldn't be that much of a big deal. Just go online, fill it out, and will most likely be good for 2 years.

This is becoming a very common thing, with Canada recently implementing this program 3 years ago. I can definitely see more countries coming up with their own version of this type of authorization.

And those who need it would not mind to do this anyway. Just like how Mainland China require visa for most people in this world to enter their country. Besides, most US citizen are likely to travels to Carribean, Hawaii, Japan, South America, or Africa than to Europe.

Also, even the closest cities like San Fran would still need 5+ hours to get to Hawaii by plane
